China-Myanmar Border: Busy While Efficient

  The Joint Inspection Hall of Ruili Port will become busy at about half past eight every morning. On a day of June, Zhang Fengping, a person living at the frontier of China-Myanmar border, called for a customs declaration and began to fill in it carefully as usual.

  As a customs declarer of Ruili Chengda Freight Transportation Agency Co., Ltd, Zheng Fengping is responsible for declaring agency vans at customs. She told the journalist that the export of one van would cost her ten minutes or so, while the time was at least forty minutes ten year ago.

  “Because of markedly increase of business, now we have to fill in more than twenty customs declarations every day. And six new agent companies engaged in clearing customs have also been set up now, so it is very competitive now!” said Zheng Fengping.

  Statistics showed that in 2011 the total value of imported and exported products through Ruili Port reached 11 billion yuan, an increase by 33.77% compared with the same period of the previous year; entry-exit of personnel achieved 11.09 million, an increase by 24.72% compared with the same period of the previous year; entry-exit of vehicles achieved 2.54 million, an increase by 26.06% compared with the same period of the previous year. All of the three index topped first among all ports in Yunnan, which made Ruili Port the most prosperous port in Yunnan for four consecutive years.

  Since the establishment of China-ASEAN Free Trade Area, more policies such as customs clearance according to different categories of products, door-to-door service, declare to customs in advance, convenient customs clearance, 24 hours for customs clearance, reservation during holidays and so on were adopted to improve the efficiency of customs clearance.

  Yang Shiyong, head of Commerce Bureau of Ruili, introduced that Ruili was gradually showing its status and importance under the backdrop of China’s opening to southeast Asian countries. Especially after the establishment of Ruili Pilot Zone, huge flow of personnel and goods had been gathering here.

  Since the employment of automatic customs clearance system for entry-exit personnel, more conveniences have been supplied. In the coming future, paperless customs clearance will be realized, which will shorten the clearance time to a further degree.”, said Yang Shiyong.
